CITY OF FERNLEY
Associate Engineer
DEFINITION
Under direction, performs a variety of professional engineering tasks in the field and office related to the planning, design and construction projects on parks, facilities, streets, storm drains, sanitary sewers, water, and system inspections.
DISTINGUISHING CHARACTERISTICS
Associate Engineer is the second working level class performing with some independence, engineering judgment and a narrow range of engineering responsibilities. The associate engineer works under the guidance of the City Engineer.
EXAMPLES OF DUTIES: The duties listed below are examples of the work typically performed by employees in this class. An employee may not be assigned all duties listed and may be assigned duties which are not listed below.
Marginal duties (shown in italics) are those which are least likely to be essential functions for any single position in this class.
1. Participates in planning, design, coordinating or construction inspection functions in connection with a wide variety of municipal engineering projects including streets, water mains, and distribution systems, storm and sanitary sewers, pumping stations and related water and sewer facilities.
2. Reviews the engineering inspection work in connection with contracts and daily work projects.
3. Reviews the preparation of plans for overall projects, including design study reports, environmental impact statements, and traffic engineering reports.
4. Prepares reports to the City Council and federal and state agencies, including environmental impact statements, design studies, technical reports, and cost estimates. 5. Reviews specifications, cost estimates, and contract documents for major construction projects.
6. Prepares engineering reports on the progress and completion of contract construction.
7. May conduct preliminary field surveys for project proposals.
8. Secures data, prepares reports, and presentations for conferences and public hearings on proposed projects.
9. Provides engineering assistance to City departments and divisions as assigned.
10. Conducts specific research projects, equipment reviews, and feasibility studies as assigned
11. Performs related duties and responsibilities as required.
QUALIFICATIONS FOR EMPLOYMENT
Knowledge and Abilities:
Knowledge of
Methods, materials, and techniques used in the construction of public works projects;
Municipal engineering policies and procedures;
current technology and information regarding civil engineering related to municipal water and sewer systems;
Theory, principles, and practices of civil engineering design and construction; principles of physics and mathematics applicable to civil engineering;
Principles and practices of contract administration and project management;
Applicable laws and regulatory codes;
Progressive techniques and equipment used in design, construction, and maintenance of various public works projects, including land surveying; strength properties and use of construction materials;
Microcomputer applications;
Principles and practices of budget preparation and administration; and,
Occupational hazards and safety practices related to water and sewer system operations and maintenance.
Ability to:
Analyze hydrology studies and water systems modeling;
Use GPS technique to perform base mapping of water, wastewater, and streets;
Understand operations of Lagoon/Stabilization Ponds treatment plants;
Perform utility rate analysis;
Understand water rights management;
Prepare and evaluate engineering studies of large projects;
Perform difficult technical research and analyze complex engineering and mathematical problems;
Evaluate alternatives and recommend or adopt effective courses of action;
Perform accurate engineering calculations and cost estimates;
Communicate effectively, orally and in writing;
Prepare clear, concise, and accurate reports, drawings, maps, notes, correspondence, and other written materials;
Establish and maintain effective working relationships with those encountered;
Make engineering design computations;
Check, design, and prepare engineering plans and studies;
Prepare, understand, and interpret engineering construction plans, specifications, and other contract documents;
Conduct comprehensive engineering studies and prepare reports with recommendations; and,
Share information, as appropriate, consistent with City policy.
Special Requirements:
Possession of a valid Nevada driver's license or access to alternate means of travel.
Experience and Training: Any combination of training, education and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:
Associate Level: Bachelor’s degree from an accredited college or university in engineering or related field with a curriculum that is accredited by the Accreditation Board of Engineering and Technology, Engineer Intern Certificate plus two (2) years of increasing responsible engineering experience, preferred.

Strength and stamina to occasionally bend, stoop, sit and stand for prolonged periods. Dexterity and coordination to handle files and single pieces of paper; occasional lifting of files, stacks of paper, reference, and other materials weighing up to twenty-five pounds. Some reaching for items above or below desk level. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to stand, walk, and reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
WORKING CONDITIONS
Generally clean work environment with limited exposure to conditions such as dust, fumes, odors, or noise; periodic contact with angry or upset individuals; frequent interruptions of planned work activities by telephone calls, office visitors, and response to unplanned events. Occasionally works in outdoor and indoor environments with intermittent to frequent exposure each day to unpleasant elements such as vibrations, noise, dust, fumes and odors, dampness, raw sewage, noise levels, or extreme weather conditions including heat, rain, snow, cold, wind, and dust. Potential exposure to dangerous chemicals; perform highly detailed work under changing, intensive deadlines on multiple, concurrent tasks. Must be willing to work extended hours, evenings, weekends, and holidays, as needed.
COMPENSATION: $49,889-$68,286 annually, Benefits: NV PERS, 80% paid health premiums, Benefits: Medical; Dental; Vision; Life insurance; Long Term Disability Insurance; Deferred Compensation; Vacation; Sick Leave; 11 paid holidays per year.
